JOB OPENING: EXECUTIVE DIRECTOR
POST OPEN: DECEMBER 9, 2019 – JANUARY 31, 2020 (4:30PM)
The Martinsburg-Berkeley County Parks & Recreation is seeking qualified candidates to be considered for the position of Executive Director of Parks and Recreation who are highly motivated and who strive for success by demonstrating leadership, trust, creativity, respect, and excellence. The Executive Director of Parks and Recreation is responsible for the administration of all phases of the department’s operation, either directly or through assignment to other positions within the department.
The Executive Director will be an engaging, active, and a “hands-on” leader responsible for the direction, management and stewardship for more than 16 public parks, two indoor recreation centers and two public swimming pools as well as a variety of recreational and leisure activities and special events. The Executive Director is also responsible for the preparation and administration of operating and capital budgets; planning, organizing, directing and coordinating new facilities, services or programs; grant applications and capital projects development. This position entails considerable initiative and independent judgment and the ability to work with others to accomplish the goals and objectives of the Parks & Recreation mission to provide all residents of Berkeley County a wide variety of recreational leisure opportunities through programs, services, and facilities as well as working with state, city and county governments to promote public recreation and open space development.”
The Executive Director of Parks and Recreation will serve as a highly visible leader for the Department and is fully accountable to the M-BC Parks & Recreation Board consisting of appointed members from the City of Martinsburg, Berkeley County Council and the Berkeley County Board of Education.
Salary is negotiable based on education and experience; includes full benefits package.

EDUCATION AND/OR EXPERIENCE
- Bachelor’s Degree in Recreation, Parks Administration, or a related field and/or a minimum of 5 years of experience administering a parks & recreation department is required.
- This individual must be able to develop a rapport with all segments of government and the public;
- Must be creative, energetic, and highly motivated as well as organized and able to prioritize work load;
- Must be available to work a flex schedule (evenings and weekends);
- Computer literate.
- Possess a valid driver’s license, satisfactory driving record, and a satisfactory background check
WORKING CONDITIONS AND PHYSICAL DEMANDS
The tasks described here are representative of those that are expected of the employee to successfully perform the essential functions of this job.
- Extended periods of sitting, standing and walking
- Some lifting, carrying, pushing and/or pulling may be required; 25 lbs. and under expected
